When option 'SkipMetadataFiles' is not set in the project (inverse of
'Build metadata files for Keyman Cloud' in Project Settings dialog),
then will run the validation step and generate .keyboard_info /
.model_info from the IDE. Also add corresponding log messages (and add
formatting for some others that were missing).

These were replaced by kmc in v17.0. We kept them as legacy alternatives
in v18.0, but it is time to remove them now to reduce the maintenance of
having multiple entry points to kmc.

Makes the `--log-format`, `--log-level`, and `--color`/`--no-color`
options available for all commands and DRYs out some of the options
processing for consistency. This has positive impact in particular on
the Generator classes which removes the need for several unit tests as
the interface can now be checked at compile time.

As icon generation turns out to be challenging due to limitations or
native dependencies in node.js libraries for image generation, icon
options are now stubbed out to avoid confusion.
1. Copy help.keyman.com/developer/17.0/* into /developer/docs/help
2. Update references to 18.0 where appropriate
3. Copy all referenced images from /cdn/dev into
/developer/docs/help/images and update links in documentation
Next commit: add deployment to help-keyman-com.sh. Note: simplest way to
test links at this point is to use the help.keyman.com auto deploy and
wait for the PR on help.keyman.com to be validated; we could look at an
internal link validation tool that verifies markdown links?
