fix(linux): Fix autopkgtests 
Autopkgtests couldn't find pkg-config, so this change adds that as
test dependency.

fix(linux): Add packaging tests 
The tests in `debian/tests` build a program against libkmnkbp-dev to verify
that all headers and pkg-config are included and installed correctly.
