f095593cd5 fix(windows): Adjust to new version of langtags.json 
The new version of `langtags.json` added a new `_conformance` record
at the top of the file. This change adjusts the indexes where we expect
the `_version` record. It also introduces a const for the index of the
version record to make future updates easier.

88c2e1a4f2 fix(windows): Fix Delphi makefile 
In order to be able to build from the command line I had to change
the forward slashes to backslashes in the makefile.

- update docs on UnicodeSet
- uset parser: fix/clarify that the wasm interface takes a bufferSize, but the ts interface takes a range count. This was muddled before.
