The reason for the crash is the missing file `dbus-launch` which
gets called when running with `sudo`. This change adds a dependency
to `dbus-x11` which provides `dbus-launch`.

We no longer support Ubuntu 18.04 Bionic, so we can update to a newer meson
version. The oldest supported platform is now Ubuntu 20.04 Focal which
comes with Meson 0.53, so we make that the minimal required version.
A new version of python3-requests-cache is now available in
Debian and Ubuntu that fixes the bug, so we can revert the
workaround.
This reverts commit 10e169739d.
This works around a Python bug introduced in Python 3.10.2 and
3.9.10 (https://github.com/python-attrs/cattrs/issues/206).
This change should be reverted once that bug is fixed and new
Python packages are available in Debian/Ubuntu.

This change adds a virtual package `keyman-engine` which ibus-keyman
provides. keyman-config can then depend on this virtual package.
This allows to use fcitx instead of ibus if the fcitx-keyman package
provides that virtual package as well.
