refactor: move kmshell-specific xml to utilkmshell
...
This was causing a cascade of dependencies and I realised that
the xml in question would only ever be consumed by kmshell, so
moved the two functions to utilkmshell and avoided the cascade.

feat(windows): New Keyboard Search and Download
...
This replaces the legacy keyboard download dialog with the new search,
which supports searching rather than just scrolling. It also integrates
a keyboard download pattern which I will refactor into a separate unit
in the next PR, which should implement the Universal Link strategy.

feat(windows): cleanup server names
...
This makes server URLs version agnostic and works with
tiers and debug overrides in all URLs. This is groundwork
for universal links and integrated new keyboard search.
Also uses /windows/ instead of /desktop/ where possible.
