Long-term builder_launch may need to handle the default action in child
builds, but this is really an outlier and for now, fixing here.
This resolves a situation where the unit tests were not running for web
after the builder_launch update.

functions to match our builder script prefix patterns, removes unused
imports from various build scripts (e.g. Android).

Clarifies the confusing builder.inc.sh / build-utils.sh distinction by
giving the scripts more appropriate names. Most build scripts should use
builder-full.inc.sh; some helper scripts can use builder-basic.inc.sh.

A few cases weren't properly handled, while a few others simply weren't called by the top-level script. This PR seeks to make the top-level clean action able to fully clean all built components, perhaps save for sample and test pages.

This change renames the test files for Web according to the discussion at
the Keyman conference in November 2024. It also renames some folders from
`test` to `tests`.
Note: build.sh updated to make sure that test:help build action:target
doesn't also call test.sh by adding `:_all` meta-target.
Note: CI will need a new help-keyman-com.sh build step to deploy web
engine help.

`gesture-processor/src/test/auto/browser/web-test-runner.config.mjs`
run the tests on iOS and Android. However, if we enable these browsers
in `web/src/test/auto/dom/web-test-runner.config.mjs` we get failing
tests in osk, therefore these browsers are commented for now.
This moves `common/predictive-text/` →
`web/src/engine/predictive-text/worker-main/`.
This also moves `common/test/predictive-text/` →
`web/src/test/manual/predictive-text/`. Note though that this testing
tool is still broken.

Note this temporarily disable tests for keyboard-processor which depend on
js-processor, until #12110 is fixed.

Note: there is a bit of potential confusion about the difference between
/resources/builder.inc.sh (the full implementation for builder scripts),
and /resources/build/builder.inc.sh (the source script that builder
scripts should always use).
This allows us to make assumptions that will always be true for builder
scripts that may not be true for other scripts, such as setting base
folder.
