Meson 1.1 changed the name of the options file from `meson_options.txt`
to `meson.options`. Currently we're stuck with Meson 1.0 as minimum
Meson version because we still support Ubuntu 22.04 Jammy, but on some
machines a newer version of meson gets installed which causes the
options to be ignored.
The first attempt to simply symlink or copy `meson_options.txt` to
`meson.options` failed because git on Windows doesn't support symlinks
by default, and Meson complains if it finds two options files (#15127).
Fortunately not having an options file is only a problem for Core where
we have one option in the options file that defaults to true. The solution
implemented in this change is to always pass the option to Meson.

Examines imported resources such as standards data for version
information, and compares against our published minimum-versions.inc.sh
data. This test will be run in CI in common/tests.

Rewrite of publish-minimum-versions.sh to add some baseline tests for
up-to-date status of minimum-versions.md, and adds first test against
source data, where we have it, with language-subtag-registry.
The build agents will now automatically install and activate the
Emscripten version found in minimum-versions.inc.sh when configuring
WASM projects. For developer machines, this behaviour can be enabled by
setting the environment variable `KEYMAN_USE_EMSDK` (recommended).
This will be back-ported to 17.0 so that we can ensure that all builds
use a consistent Emscripten version.
This adds references to various data sources such as Unicode. At
present, this is informational only, not used by any scripts, but the
intent is that in the future we reference this for any scripted data
updates.
