`pkg_resources` which contains `parse_version` is deprecated. Latest versions output a warning. This change uses the suggested replacement, `package.version.parse` which is available in all supported Ubuntu versions.

When using Kubuntu exiting ibus sometimes used to hang (#10178). This
was because ibus' `bus.exit()` doesn't shutdown properly
(see https://github.com/ibus/ibus/issues/2816#issuecomment-3410473708).
The recommended way is to use the `ibus exit` command. Since we no longer
use the API we can directly use the `ibus restart` command, which this
PR implements.

Installing into the shared area (`/usr/local/share`) requires `root`
permissions, so in order to install into the shared area the user has
to call `km-package-install` with `sudo`. But we also want to add the
keyboard to the user's list of available keyboards so that he can
switch to it. That needs to be done in the user context. However,
when `sudo` ran the command in the user context, the environment
variables to connect to the user's session dbus were not set.
This change fixes this by passing `DBUS_SESSION_BUS_ADDRESS` along
with the `sudo -u <user>` call. Since `root` doesn't have this variable
set (or at least not pointing to the user's dbus), we construct the
dbus address based on the user's uid.
On newer Ubuntu versions (>=25.04) we also have to set `XDG_RUNTIME_DIR`,
at least when running the autopkgtests.

This change improves the way we detect if we're running a Gnome based
UI that needs it's keyboards installed under
`org.gnome.desktop.input-sources`. We use the environment variable
`XDG_CURRENT_DESKTOP` and check if it contains the word `gnome`.
Additionally this change renames `is_gnome_shell()` to
`is_gnome_desktop()`.

On Ubuntu 20.04 Focal ibus gets started by a shell command so that we
end up with two processes mentioning `ibus-daemon`. This change limits
the search to processes that specify with full path to `ibus-daemon` or
without path, but `ibus-daemon` has to be the command, not a parameter.
IBus around version 1.5.28 introduced the `start` subcommand for `ibus`.
If available we use that because that starts `ibus-daemon` with the
correct arguments. If the available IBus version is too old we use
our previous code where we pass arguments to `ibus-daemon` which might
be different from how ibus gets started on that system otherwise.
Instead of trying to restart ibus by passing True to bus.exit()
we now exit ibus and then let verify_ibus_daemon() start it again.
Also added additional checks to verify that we're not running
multiple ibus-daemons at the start of km-config and before
restarting.
This change adds a 1s sleep after restarting ibus before checking
that it actually runs. Hopefully this will solve the problem. Since
this bug is hard to reproduce, we also log a critical error for the
other code path this could happen.

When we try to restart ibus and that fails and ibus isn't running
afterwards we directly try to start ibus-daemon.
On Ubuntu 21.10 Impish there are two `ibus-daemon` processes
running for the current user. One of them has the `--xim` flag
and is the one we care about. This change improves the detection
that ibus is running after installing a keyboard.
This change fixes the installation of shared packages, so that they
show up in the list of the installed keyboards. It implements the
fix for both ibus and gnome.

When installing in the shared area the user has to run
`km-package-install` with sudo so that he has sufficient permissions.
In that case we have to do extra work to restart ibus for the
logged-in user instead of root.

This change modifies DownloadKmpWindow and InstallKmpWindow so that
they are modal dialogs. This will cause them to show up in front of
the km-config window and will prevent accidentally open multiple
download windows.
This change also fixes an unused method in ibus_util that was using
a variable that got renamed previously.
