When a project is loaded, the IDE parses .kps files to retrieve metadata
for viewing. If the .kps file was malformed, then the parser could fail,
blocking the load of the project. Instead, we just ignore the errors and
show no metadata. Note that the Package Editor already loads the file
successfully and reports on the problem, allowing the user to fix it.

The exports of the `util.ts` can now be imported as
`@keymanapp/common-types/utils`. Those methods are used by developer.
We still export the `Uni_IsSurrogate*` methods in `main.js` because they
are needed by the keyboard-processor, but exporting everything would
increase the size of the resulting `keymanweb.js`. Doing it this way
keeps the size the same.

While it does not cause any problems to have a index() store that is
longer than its corresponding any() store, it often indicates a mistake,
as the trailing characters in the store are ignored. Thus, adding as a
hint (which can be disabled via message suppression) rather than as a
warning or error.

any(abc) + 'x' > index(defg, 1) c generates HINT_IndexStoreLong

When gestures are found in the touch layout file, the compiler will now
automatically upgrade the version to 17.0, if no `store(&VERSION)` rule
is found. Also adds corresponding unit tests.

Special key caps on normal keys in touch layout files are supported with
Keyman 14.0 and later versions. Handle automatic determination of the
version number if `store(&VERSION)` is not present. Add corresponding
unit tests.
