feat(linux): Package localizations
...
This change adds the localization files to the debian package. It
also updates the path to the localization files so that the installed
files will be found.

fix installation in deb package:
add to MANIFEST.in to go into dist tarball
there is a dh bash-completion so use it
add completion for km-package-get

and python3-keyman-config with the keymanconfig module
