126a657715 fix(windows): serve images for readme files in Keyboard Install 
Fixes #10308.

When a file is requested without a tag parameter, we need to look to
the referer to find out what the tag is, so we can associate it with
the correct readme file.

3a91c7d197 chore(developer): move IDEOptions key responsibility into KeymanDeveloperOptions 
First part of addressing #10161 is to refactor the existing usage of the
registry values into the common KeymanDeveloperOptions unit. This was
mostly straightforward except for the changes to KeymanSentryClient,
which happens to be the most important part of this particular fix.

f4c1cc10bd fix(windows): setup.inf generation had whitespace 
This is a regression coming out of #9616. The new setup.inf generation
process is done in a Makefile and inadvertently added significant
whitespace, which was not being trimmed by setup.

6f6e07975b chore(developer): remove compile.pas and CompileErrorCodes.pas 
Fixes #9923.

These are no longer used because we now use kmc for builds. This also
means that the kmcomp-x64-structures test is no longer required, because
that was used to keep the Delphi and C++ structures in sync.

There are some minor details around error message identifiers that are
still present in a handful of places, but they are work for another
time.

eeb755f76a fix(windows): re-enable signature check 
Fixes #9692.

Signature checking was skipped because we missed a ".virtual" to force
nmake to build the test and test_i3633 targets. This opened up a small
cascade of related formatting issues on Makefiles, and the fact that the
test_i3633 (has there ever been a more poorly named project?) Makefile
did not even work.

Refactored significantly, added same tests to Developer Makefile, and
also now verifying the .msi and installer executable.

We can improve this further but I'd like to get this in to avoid further
critical issues with code signing given the current broken signing
configuration.
