a36207ed79 Revert FileProvider to Keyman app 
Starts to address #2039

Move FileProvider back to Keyman manifest and revert authority.

Added Toast notification if 3rd party app doesn't define FileProvider. (info pages fail to properly load)

11adf07fe2 Store default keyboard/dictionary installation as a preference 
Per PR comment, use the one-time preference so user has the option to uninstall the default dictionary.

Also made a separate preference for the default keyboard.

faa56a1271 Install nrc.en.mtnt.model.kmp as default dictionary 
* Allow the kmp to be installed if the lexical model doesn't exist
* Modify PackageActivity to silently install kmp files without user confirmation on welcome.htm page
* Fix package ID extracted from `.model.kmp` files to not include `model`.
