chore(linux): Omit confusing values from gbp.conf 
This change omits two confusing values from the gbp.conf files
that we set to what is already the default. Since mentioning the
`master` branch is confusing when this appears in the upstream
repo, we omit theses values.

chore: Enhance PR labeling based on PR title 
This PR adds the labeler-action GH action that applies labels
based on the PR title or description. This allows to automatically
assign labels based on our conventional commit message.

chore(linux): Remove support Xenial 
Official support for Ubuntu 16.04 Xenial ends in April 2021. This
change removes Xenial from the list of dists to build since several
packages are not available in the versions we need.

chore(linux): update debian metadata based on Debian repos 
The packages in the official Debian repos have slightly more
up-to-date metadata. This change adjusts our metadata.

This includes the change from Debian repo to let debhelper (>= 10.3)
handle the meson build of keyman-keyboardprocessor.
