cda2272ccb fix(windows): restore endpoints for interface stability 
Fixes #5245.

Interfaces should remain stable between versions of Keyman, so that an
upgraded kmcomapi.dll or keyman32.dll will not crash older clients, even
if they may not behave entirely as expected.

feat(linux): Fix Linux packaging on i386 
Debian defines multiple similar environment variables. Libraries
are expected in `/usr/lib/i386-linux-gnu`. `DEB_TARGET_MULTIARCH`
gives that value, whereas the previous `DEB_TARGET_GNU_TYPE` gives
`i686-linux-gnu` which then results in our libraries not being found.

fix(linux): Fix packaging on ppa 
When building packages on ppa the TERM environment variable is set
to "unknown", which isn't a valid value but which we didn't account
for previously.

a04aaad13c feat(android): silent install for referred kbd 
Relates to #5230, #5219.

[Draft]

Adds a silent parameter to the `downloadKMP` function and makes the
install silent for referred keyboards.

However, this is incomplete:

1. We need to be able to control silent levels:
   * Completely silent
   * Only welcome
   * Full install

2. When silentInstall is true, currently welcome is still shown, but the
   paging controls are not configured correctly and a blank screen is
   shown after install.
