d4dee04c7f feat(windows): remove hotkey from pop-up. content-frame size 
The hotkey option and editing did not need to be on the add remove
languages pop-up.
There size of the contentframe for all the tabs was incorrectly
calculated. The header size was not correct as the header had
padding. This caused the size to be redrawn incorrectly when
a scroll bar was first added.

8ffba3f5d4 fix(developer): fixes for flicks, imports, specials 🙀 
With this change, fr-t-k0-azerty.xml and mt.xml can load without any
ERROR 300007: The source file has an invalid structure errors.

Other errs show up, but it is progress.

docs(linux): Add use of Dev Containers to sample settings 
The Dev Containers vscode extension allows to run the unit tests in a container.
This is especially helpful when running on Ubuntu 22.04 where running the tests
on the host exits ibus when the tests exit, disabling any keyboard input.

fix(linux): Fix tests 
The previous changes didn't work when we output a character +
deadkey. In response to outputting the character we get a
`ibus_keyman_engine_set_surrounding_text` call in which we
called `reset_context` which removed the deadkey marker. This change
fixes this problem by comparing the surrounding text with the
context we already have. Only if it's different we reset the
context.
