8448580365 fix: test builds should always run latest changes 
While release builds need to build a specific commit hash, test builds
should always build the HEAD of the branch. This stops multiple merges
and/or pushes generating multiple test builds in the queue.

afd5fc86f1
refactor(linux): Refactor setting keyboard options 
- set keyboard options in a call to `km_kbp_state_options_update`
  separate from setting the environment options
- output status value if method fails
- if any of the methods fails we now return NULL
- split setting the options in multiple methods

Fixes #7717.

refactor(linux): Use consts instead of strings 
This refactoring makes use of the already defined strings.
It also simplifies setting the values by directly specifying an
UTF-16 string.

Motivated by the changes in PR #7667.

a45145ae3d fix(mac): Caps processing was not consistent with core 
Fixes #7632.

If Caps Lock was on, rules that did not specify Caps Lock state were
not matched, for example:

```
+ [K_SLASH] > 'foo'
```

The truth table for matches is:

Event    |    Rule     | Result
---------|-------------|-----------
NCAPS    |    0        | match
NCAPS    |    CAPS     | no match
NCAPS    |    NCAPS    | match
CAPS     |    0        | match
CAPS     |    CAPS     | match
CAPS     |    NCAPS    | no match

(Internally, Keyman for Mac currently maps 0 to NCAPS on the event for
simplicity.)

The fix is to ignore the Event Caps Lock state if the rule specifies
neither `CAPS` nor `NCAPS`. If the rule specifies either of these
state masks, then the Caps component of the state mask must match.

fix(linux): Fix warning 
Commit acab920de8 didn't really fix
the warning. https://stackoverflow.com/a/2524675/1836776 suggests
to use `%zu` which is what this change does now.

fix(linux): Allow to build without patched ibus version 
This change makes it possible to compile even when the updated
ibus version is not installed. Of course ordered output won't work
in that case, but at least it will compile and the rest of Keyman
will work.

Fixes #7774.
