c334665609 chore(common): Cleanup unused folders and update README 
Crowdin CLI doesn't extract into a temporary .crowdin-tmp folder so that can be removed. (.crowdin-tmp was used in prior Bash scripts).

Also moved note about using a VPN to the wiki https://github.com/keymanapp/keyman/wiki/Crowdin-CLI

eade8c34f3 refactor(windows): Use 14.0-style versioning 
Moves all version construction to use VERSION.md and
TIER.md and reduces intermediate file usage, so we can
present sensible versions across the project.

2356c65d01 feat(common): sentry release control 
This centralises linking the current commit to the
tagged version. It will be called automatically when
we increment the version, just before a build is
done. This allows us to tag the built projects with
the version in question in Sentry.
