fix(windows): lower case filenames for projects

Moves all projects to lower case filenames so that we don't end up with
filename conflicts in symbol servers.

fix(developer): remove ancient samples

The sample keyboards included with Keyman Developer were decidedly
unhelpful. Removing them and instead we should point users to the
Keyboards repo in the future.
Fixes #6363 .
