chore(common): fixup tests and various typo tweaks

When running tests, discovered a number of typos in builder.inc.sh.
Also fixup pathing for builder include for all scripts under resources/
to ensure that we can maximize performance.

chore(common): builder internal dependencies

Fixes the scenario where `builder_describe_outputs` is called after
`builder_parse`, so that internal dependencies will be built as
required.
