fix(linux): set DEB_VERSION
...
DEB_VERSION is used to set `pkgversion` in the
`override_dh_auto_build` build step. When we moved to the
consolidated source package and thus could no longer use the
default debhelper build tools we lost the automatic setting of
DEB_VERSION, so this change adds the relevant definitions.
Fixes #7724 .

When installing ibus-keyman it could happen that we got an (ignored)
error "user name does not exist". This change tries to work around
this problem.

chore(linux): Fix failure in Debian reproducibility testing

Debian reproducibility testing runs a slightly different package
build that seemingly doesn't set the `DEB_BUILD_MULTIARCH` variable.
This change introduces our own environment variable to detect
package builds so that we can skip the ibus-keyman integration
tests that require running an X server.

feat(linux): Try to start ibus after installation

This change deals with restarting ibus in the post-install script.
Also, on Ubuntu 21.10 Impish there are two `ibus-daemon` processes
running for the current user. One of them has the `--xim` flag
and is the one we care about. This change improves the detection
that ibus is running in the post installation script.

fix(linux): Add workaround for Python bug

This works around a Python bug introduced in Python 3.10.2 and
3.9.10 (https://github.com/python-attrs/cattrs/issues/206 ).
This change should be reverted once that bug is fixed and new
Python packages are available in Debian/Ubuntu.
