This change fixes two problems that cause a script error in Sample1 app:
- add internet access permissions so that the Sentry server can be reached
- explicitly set the default keyboard since sil_euro_latin keyboard is not
included in the sample apps. This works around #16215.

We use SIL EuroLatin as fallback keyboard. If that is not installed,
previously we output an error which showed up as a toast for the user.
This change now outputs a warning instead of the error for the default
keyboard.
Also changed the KeyboardHarness test app to set a different keyoard as
default.

The `java.toolchain.languageVersion` syntax is a superset that covers the previous syntax `android.compileOptions`
Previously the builder scripts defined a readonly `VERSION` environment
variable for the Keyman version. That caused problems when another
(external) script tried to define a `VERSION` variable. We encountered
this problem when trying to move the TC build steps of a configuration
into a single script (#13399) when we tried to source `~/.nvm/nvm.sh`.
This change uses a Keyman specific prefix for the version variables and
renames `VERSION` → `KEYMAN_VERSION` etc. Unfortunately these variables
are used in a lot of places, so this turned out to be a bit of a yak
shave.

This updates the minimum supported Android SDK to 21 (Lollipop). This applies to KMEA, KMAPro, Sample Apps, KeyboardHarness, and FV Android app.
Tests/keyCode doesn't use KMEA so no change there.
