a1326ad47b chore(common): set -eu in build-utils.sh 
Enforces -e (abort script on error) and -u (error on unset variable use)
on all scripts that source build-utils.sh. This may result in some
downstream build failures which we'll need to address before merge to
master.

af4b2536bc chore(common): remove vswhere 
With #8287, we no longer use a local copy of vswhere.exe but instead
rely on a standard location for it from the Visual Studio installer.

We no longer use these files, so we can remove them. Instead we
can use `checkAndInstallRequirements`.

chore(linux): Fix lintian warnings 
Also improve upload script to force push changelog branches.
Lintian v2.115 (which is run on Debian servers) still produces
pedantic warnings, but there seems to be a bug - no matter what
pattern I add to `lintian-overrides`, I can't get it to ignore
the files. The following version v2.116 has these rules built in,
so we don't need `lintian-overrides` anymore.

fix(linux): Fix CI build 
This fixes the build on Jenkins and TC that got broken by
including the wildcard in the quoted string (which causes it to
be interpreted literally), introduced in #8102.

chore(linux): Remove unused JENKINS parameter 
This change removes the unused JENKINS environment variable
from `reconf.sh`. The code got refactored some time ago to use
the common scripts to retrieve the version. That made the JENKINS
variable obsolete.
