We need to use HEAD of the PR for setting the status, not the
merge commit.

chore(common): Report status if no platform needs build 
This works around a problem where status.keyman.com keeps a PR in
the "Waiting for build" status because no status messages appear
in the PR because no files changed that affect any platform (e.g.
changes in GHA or documentation) which causes no platform builds
to be triggered.

fix(linux): Fix checkout of PRs 
We need to specify the full ref, otherwise GitHub will add
`refs/heads` and `refs/tags` which won't work for pull requests.

8448580365 fix: test builds should always run latest changes 
While release builds need to build a specific commit hash, test builds
should always build the HEAD of the branch. This stops multiple merges
and/or pushes generating multiple test builds in the queue.

c336a8052c fix(developer): publish @keymanapp/keyman-version to npm 
Fixes #7582.

Because of https://github.com/npm/cli/issues/3466, we must publish our
internal dependency @keymanapp/keyman-version. This change adds a common
builder function builder_publish_to_npm in build-utils-ci.inc.sh to help
with that task, which should be adopted by other scripts that need to
publish to npm, in the future.

For now, responsibility for publishing keyman-version is delegated to
kmlmc. In the future, we will move this to a single top-level build
action that publishes all npm modules across the entire repo for the
given version.

5e55ceb903 fix(common): ignore deps when formatting help 
Fixes #7512.

Dependencies were being added to list of parameters, which caused the
help formatting to be overly spaced out. Given deps are not parameters,
we should never have been adding them anyway.

d4cb5139da chore(common): automatically run internal dependencies on builder

If a builder script defines outputs for configure or build actions,
builder will figure out if configure and/or build need to be run for
any dependent actions for the script.
