7fbba6036f use date of last git commit not current date for VERSION 
more things needed in some README.repo

cow.sh: make it compatible with xenial
  set DIST for use with optional local .pbuilderrc, also in deb.sh
  link linux/.pbuilderrc to ~/.pbuilderrc if it doesn't exist

b933898884 scripts to build local Debian packages with pbuilder 
Makefile

make deb - build debs for kmflcomp, libkmfl, ibus-kmfl
make cow - set up pbuilder environment
make tmpbuild(default) - build and install to /tmp/kmfl
make install_local - build and install to /usr/local
make uninstall_local - uninstall ibus-kmfl config file

non-release version numbers will be stamped with date to
distinguish between builds

document in README.repo to use autogen.sh to regenerate
change build.sh to use autoreconf -if
add the generated files to .gitignore

don't search fof icons dir or .ico in ibus-kmfl
