Add better error handling for situation where destination path cannot be
created, for all project types. Also report back the Windows error
message which hopefully clarifies why the directory could not be
created.

Adds a new LDML Keyboard Project template and form, and allows
instantiation from kmconvert command-line and from the New Project
dialog in Keyman Developer IDE.

Adds a 'Description' field, tweaks Copyright strings, and tweaks
default content for documentation to the New Project wizards and
kmconvert.

The new basic project template will now include a default icon,
generated either from the first BCP 47 tag, or else from the first 3
letters of the filename of the keyboard.
The icon will not be included if the keyboard does not target desktop
platforms, as web/touch do not currently support the icon.
Updated various places in Keyman Developer to show the full
VersionWithTag rather than the short version number we had been
previously showing:
- About dialog
- Welcome screen
- Installer
- kmcomp help
- kmconvert help
- kmanalyze help
- kmdecomp help
This should help when testing to verify that we are testing the right
version.
Also fixed the keymansentry path when running command line C++ programs
from source repo.
