Marc Durdin	ff5a366c45	feat(developer): Open files in per-project instances Refactor the file-opening code so it can be used by Keyman Developer UI as well as command-line, and then add support for opening files in per-project instances from File\|Open and friends. chore(windows): move tike files from global to developer

These files used only by TIKE so moved into that project.

Noticed obsolete refs to UMD5Hash and removed those at the same time.
