This addresses the code review comments:
- fuxingloh/multi-labeler is written in Typescript
- config in different file
- only looking at the PR title, not the description

chore: Enhance PR labeling based on PR title
...
This PR adds the labeler-action GH action that applies labels
based on the PR title or description. This allows to automatically
assign labels based on our conventional commit message.
