The changelogs should match what got uploaded (and accepted) to
Debian so that the changelog reflects the upload history to Debian.

Current ibus versions use /usr/libexec in compliance with FHS 3.0.
Since the ibus picks up the location from the xml file in
`/usr/share/ibus/component`, this also works for older versions of
ibus. The bug report also mentions a `<setup>` tag. However, this
doesn't apply for Keyman because we don't have nor need a setup app.

This is a cherry-pick of PR#4223:

This change fixes the launchpad build script and also improves
updating the watch file.
If we use the variables that uscan provides we don't have to
hard-code the package name in the watch file. This makes it possible
to use a generic one for all packages.

make deb - build debs for kmflcomp, libkmfl, ibus-kmfl
make cow - set up pbuilder environment
make tmpbuild(default) - build and install to /tmp/kmfl
make install_local - build and install to /usr/local
make uninstall_local - uninstall ibus-kmfl config file
non-release version numbers will be stamped with date to
distinguish between builds
