We don't build the binaries on s390x so it doesn't make sense trying
to run the autopkg tests on s390x. This change imports the changes
made on Debian in pkg version 16.0.138-4.

Lintian v2.115 (which is run on Debian servers) still produces
pedantic warnings, but there seems to be a bug - no matter what
pattern I add to `lintian-overrides`, I can't get it to ignore
the files. The following version v2.116 has these rules built in,
so we don't need `lintian-overrides` anymore.

The reason for the crash is the missing file `dbus-launch` which
gets called when running with `sudo`. This change adds a dependency
to `dbus-x11` which provides `dbus-launch`.

We no longer support Ubuntu 18.04 Bionic, so we can update to a newer meson
version. The oldest supported platform is now Ubuntu 20.04 Focal which
comes with Meson 0.53, so we make that the minimal required version.
Debian/lintian recommends to add a symbols file which allows to
check for API changes. The package build on Jenkins now has an
additional build step that will compare the API of the newly
built package with the committed symbols file and will fail the
build if the API changed and we didn't update the symbols file
yet. The current symbols file gets stored as build artifact, so
it can easily be copied from Jenkins.
During the build of the binary package this check is also run but
won't fail the build.
DEB_VERSION is used to set `pkgversion` in the
`override_dh_auto_build` build step. When we moved to the
consolidated source package and thus could no longer use the
default debhelper build tools we lost the automatic setting of
DEB_VERSION, so this change adds the relevant definitions.
Fixes#7724.
Allows use of `./build.sh configure -- --param-one=foo ...`.
Updates Core build to support `--` (including build.bat wrapper for
Windows builds). Fixes Linux debian rules to pass additional
parameters in with this format again, and adds `:arch` to only build
current architecture, not wasm as well...
Note that when using `--` you should typically avoid multiple actions in
a single command, as each action may interpret the additional parameters
differently!
This change updates the changelog to keep it in sync with Debian
where PR #6966 got applied to the current stable version.
