This updates our meson min version on Windows to 1.0, which means that
we can avoid having Visual Studio on the path, as meson can find it
anyway. With this change, we can eliminate the batch-wrapper for the
build, significantly improving build performance and simplifying the
scripts.
This also adds a change to disable tests for dependency builds of core,
along with the `--no-tests` command line option for doing builds without
tests.
Minor cleanup includes eliminating various warnings from meson.build
files, and standardizing WASM cross-platform build options for Windows.

Also improve upload script to force push changelog branches.
Lintian v2.115 (which is run on Debian servers) still produces
pedantic warnings, but there seems to be a bug - no matter what
pattern I add to `lintian-overrides`, I can't get it to ignore
the files. The following version v2.116 has these rules built in,
so we don't need `lintian-overrides` anymore.

The Dev Containers vscode extension allows to run the unit tests in a container.
This is especially helpful when running on Ubuntu 22.04 where running the tests
on the host exits ibus when the tests exit, disabling any keyboard input.
Refactoring of build.sh to use the builder_ functions. The script should
now be a lot cleaner. Usage is available with `core/build.sh --help`
Targets are :x86, :x64, :wasm, :arch (linux/mac).
Supports additional requirements of Linux build (--target-path,
--configure).
By default will attempt to build all available targets.
Actions are: clean, configure, build, test, install, uninstall.
The install and uninstall actions only work for linux and mac targets at
present.
As discussed, we are changing some of the platform advocates for (a)
geographical, and (b) platform familiarity reasons. This will be
reflected in the automatic assignment of reviewers on PRs.
We are pretty much all affected in this shuffle!

Including test certificates in the repo is convenient, but not safe.
Each developer building Keyman should have their own test certificates,
which `nmake test-certificates` will do for them.
Updated instructions accordingly.

* keyboard-processor -> common/web/keyboard-processor
* tools/recorder -> common/web/recorder
* tools/sentry-manager -> common/web/sentry-manager
* utils -> common/web/utils
Updates scripts and configuration to point to new folders.
