The disp and layr sections have new v19 layouts, to support the Keyman
OSK requirements for epic/embed-osk-in-kmx. This supports writing the
new versions of these sections in Developer and loading them into Core,
doing transformations where necessary so that Core always works with v19
structures after load.
This does not implement the transformations required to support the OSK
APIs; that will be implemented in a follow-up PR. Nor is support for
writing the OSK data from source .kvks and .keyman-touch-layout
supported; this is just the scaffolding for supporting the structures in
the KMX+ data.

Due to recent changes in NPM package publishing security requirements,
we have to move from TeamCity build to a GitHub Action to publish our
NPM packages, so we can take advantage of trusted publishing. This
change also consolidates and centralizes the npm publishing into
resources/build/ci/npm-publish.sh, which removes a lot of boilerplate
from each of the build.sh scripts, and ensures consistency.
Packages will be `npm pack`ed on PR and test builds, and published in
release builds.

Make the target version parameter for kmc-ldml into a generic build
parameter, so we can use it for any compiler. Add support and tests
to kmc-kmn, kmcmplib, kmc-ldml, kmc.
Support not yet in place for lexical models, or packages. However,
packages will be picking up the min version from the embedded keyboards.
Lexical models need work on minimum version support before this can be
implemented there.
Add support for header.version to KMX+ files, with differentiation
between v17 and v19 in the compiler, and associated tests. This does not
yet make the target version accessible to authors using `kmc`, but the
interfaces from `kmc-ldml` are available.
A v17 KMX+ file will have:
* comp_header.version = VERSION_17
* initial 'sect' section in KMX+ data
* no sect.header.version field in any section
A v19+ KMX+ file will have:
* comp_header.version = VERSION_19
* initial 'sec2' section in KMX+ data
* sect.header.version field for all sections
* each section 4 bytes larger to accommodate
* 'sec2' must have sect.header.version = KMXPlusVersion.Version19
* currently all other sections have sect.header.version = Version17
Consolidate the header structure in KMX+ to make it easier to add a
version value to the header for v19+ KMX+ files; also DRYs out the
header definitions a little.
Add the v2.0 .model_info schema file, from api.keyman.com. Does not add
the schema to list of compiled schemas in common/types; this can be done
on an as-needed basis.

Split kmx-plus.ts into two files, so that the in-memory parsed
representation of the file can be maintained separately from the binary
structures, which need to maintain version metadata.

When a European layout is active, and the user presses AltGr, Windows
generates a simulated VK_LCONTROL event alongside the VK_RMENU event.
This was causing the OSK to show LCtrl as depressed alongside RAlt, so
the OSK would show the wrong modifier layer, which was unhelpful and
confusing to the end user.
It is possible to detect the simulated VK_LCONTROL in the WH_KEYBOARD_LL
hook, because the scan code generated is 0x21D, instead of 0x1D.
Warning: this is not a documented value. (But, this 0x21D scan code is
not passed to the WM_KEYDOWN event!) Therefore, we use Keyman's existing
kmnLowLevelKeyboardProc to pass modifier key events on to the visual
keyboard.
This patch handles only this specific scenario, by watching for that
specific scan code in the new handler in the UfrmOSKOnScreenKeyboard
module, together with some minor refactoring so that it fits neatly.
A future improvement would be to have all modifier key processing go
through this new handler, and eliminate the timer-based polling of the
keyboard. However, there is some additional risk around missing events,
leading to 'stuck modifiers'.

These two files were largely the same, with legacy_kmx_file.h trailing
kmx_file.h in features. The primary difference was that
legacy_kmx_file.h still had Windows-specific types, but the types in
km_types.h made this a drop-in replacement.

This was flagged years ago as a potential performance hotspot: each
locale is loaded at process start for any kmcomapi-involved process,
which takes quite a long time. This refactor moves the locale
enumeration out of kmcomapi and into the build process, so we have a
static list of locales put into locale/index.xml.
This includes a minor breaking change to Keyman Engine API on Windows:
`MessageFromID(id, locale)` now only allows the three ids
SKUILanguageName, SKUILanguageNameWithEnglish, and SKLanguageCode, for
performance reasons. At this point, only SKUILanguageNameWithEnglish is
actually used anywhere in Keyman, and it is unlikely that any other
consumers are requesting alternate IDs.

systems, the Package Editor will now convert any forward slashes in the
path to backslashes. This is necessary because the path manipulation
functions in Keyman Developer work only with backslashes.
