getMayPredictOverride() --> getPredictionsSuspended()
setMayPredictOverride() --> setPredictionsSuspended()

Refactor mayPredictOverride so the banner toggle is handled independently for `KeyboardType.KEYBOARD_TYPE_INAPP` and `KeyboardType.KEYBOARD_TYPE_SYSTEM` keyboards.
Pre-existing override API calls are now for `KeyboardType.KEYBOARD_TYPE_SYSTEM`
