5f3987b988 fix(windows): lookup language name on create 
Lookup a language name from various sources rather than using the
BCP 47 code, where possible.

69227beb2a fix(windows): upgrade of profiles from 13.0 
This upgrades a 11.0-13.0 install to the 14.0 model for registered TIPs.
It does not yet deal with transient TIPs or disabled keyboards (these
will come in a separate PR). There is also more tidy up coming in a
future PR for language names.

603e3aa04f fix(windows): add transient profile support to keyman32 
Keyman32/keyman64 were not reading the new 'Transient Language Profiles'
key which is needed with Keyman 14. Minor tweak to ensure we don't scan
through more profiles than necessary when activating tip in aiTIP.cpp also.

6cf3368ada feat(windows): select language at keyboard install 
For packages with a single keyboard, we now make it
possible to select a language at install time.

Fixes #1456.

5e7df2e051 fix(windows): sentry cef shutdown interactions 
When Sentry is trying to shutdown an app which has CEF windows active,
the main process can hang waiting for the CEF renderer etc processes to
shutdown. Instead, we now rely on the child (CEF renderer etc) processes
to shutdown when their parent process aborts, with a watchdog thread, and
then abandon everything in the parent process with ExitProcess. This is
more reliable, especially with nastier crashes like memory corruption or
stack corruption.

acc53706ca fix(windows): force output keystroke failure 
If a keyboard emits some actions but then requests that the
default keystroke also be emitted, Keyman was failing to
emit the queued actions. Fixes #2759.

eade8c34f3 refactor(windows): Use 14.0-style versioning 
Moves all version construction to use VERSION.md and
TIER.md and reduces intermediate file usage, so we can
present sensible versions across the project.

2121f5ea94 feat(windows): consume new sentry api in delphi projects 
Updates Delphi projects to use Sentry API instead of legacy
reporting mechanisms, and strips out existing text-based
reports. Not yet complete: reporting from kmcomapi and
hosted web controls, release number. These are flagged
as build hints.
